What the problem looked like

External legal spend was rising and needed stronger financial governance. Invoices arrived in high volumes with varying degrees of compliance, and a large share needed correction, clarification, or resubmission.

Billing practices differed across an international firm ecosystem, and invoices got stuck between firms, reviewers, and accounts payable. The internal team had no capacity for substantive review of complex invoices.

What Swiftwater did

One team from matter setup to payment

Swiftwater’s Matter Administration and Invoice Review (MAIR) team looked at everything from matter setup to invoice payment and reconciliation. Most invoice issues start at matter setup, so that is where the team started, taking international variations and jurisdictional requirements into account. The goal was a clean invoice in front of the attorneys for review.

Seven people, each owning key law firms

Seven team members ran the function. Each one also owned the administration relationship with key law firms, reaching out to the firms’ eBilling administrators to work out issues before they became problems.

Invoice lifecycle and compliance

The team managed the invoice lifecycle end to end: billing guideline compliance review, invoice audit and exception identification, rejection and resubmission management, law firm billing support, tax invoice and regional billing handling, and escalation and issue resolution. UTBMS and LEDES compliance was checked on every invoice (UTBMS code reference).

Multi-level review

Every invoice got administrative and compliance validation. Complex, high-value, or higher-risk invoices went to experienced reviewers for substantive review. Reviewers specialized by firm and matter type, and quality control ran across every level.

From a one-page procedure to forty pages

The team started with a one-page operating procedure. As the program matured it grew into a 40-page document covering the rules, exceptions, and regional requirements the team applied every day.

Governance and reporting

Swiftwater ran billing governance, spend reporting and analytics, preferred provider management, rate governance, and outside counsel performance reviews, and refined the review process on a defined cadence. Consistent feedback and enforcement changed how hundreds of firms billed this client.

Frequently asked questions

Why does invoice review start at matter setup?

Most invoice problems trace back to how the matter was set up: the billing entity, rates, timekeepers, or the jurisdictional requirements that apply. When matter setup is right, the invoice that reaches the attorney is clean, and fewer invoices are rejected or stuck.

How does bill review work across different tax and billing regimes?

Regional tax invoice requirements are built into the review rules and the firm instructions, so every invoice is checked against the same billing guidelines plus the local requirement that applies to its jurisdiction.

What is the difference between first-level and substantive invoice review?

First-level review validates compliance with billing guidelines, codes, rates, and arithmetic. Substantive review examines staffing, scope, and value on complex or high-value invoices and is done by experienced reviewers.

How does invoice review change law firm behavior over time?

Firms learn from consistent rejections and clear feedback. When the same expectation is enforced on every invoice, and someone works issues out with the firm’s eBilling administrator early, resubmissions drop and first-pass compliance rises.
