PMO as a Service

Experienced project managers, running your projects.

Swiftwater's project management as a service places experienced project and program managers inside your organization, each with subject matter expertise in the systems and functions they are delivering. They run requirements sessions with the business, challenge a vendor's plan, and make delivery calls without waiting for someone to translate.

Scale the team up for a heavy quarter and back down when the portfolio settles. You own the program. We staff and operate the office that runs it, and give the CIO and the Director of IT one governed view of every project: what it is, where it stands, what it costs, and what decision it needs next.

The Portfolio Problem

Managing projects one at a time is not the same as running a portfolio.

Growth multiplies projects. A new system here, a migration there, an integration, a compliance deadline, a vendor implementation, each with its own scope, schedule, budget, and stakeholders. Individually they look manageable. Together they compete for the same people, the same budget, and the same week.

The people carrying that load are usually the CIO and the Director of IT, or the General Counsel and the head of legal operations. They are asked which projects matter most this quarter, which are on schedule and within budget, which are at risk, and what decision leadership owes the portfolio this week. Without a standing office, the answer has to be reassembled by hand every time.

A PMO is not a methodology and it is not a report. It is a standing office with named people, running four disciplines continuously so that work is ranked deliberately, started consistently, driven to scope, schedule, and budget, and put in front of leadership on a fixed cadence.

What a standing PMO settles

01

Priorities set deliberately against business goals rather than by whoever escalates loudest

02

Every project started the same way, with a charter, a defined scope, and named owners

03

One common delivery standard, so status means the same thing on every project

04

Vendor and platform coordination owned by someone accountable for the outcome

05

A weekly forum where schedule, budget, risk, and open decisions reach leadership together

06

Capacity that flexes with the portfolio instead of a headcount you have to justify

How the Office Runs

Four disciplines, run continuously.

A PMO earns its keep by doing four things every week, on every project, without exception. Rank what the portfolio works on. Start each project the same way. Hold scope, schedule, and budget. Give leadership one view.

On our most recent PMO stand-up, all four disciplines were established inside the first 90 days and have run continuously since, across more than 30 projects a year. The client's technology leadership owns every discipline. Swiftwater staffs and operates them day to day.

01

Rank

Deciding what the portfolio works on. Portfolio scoring against business goals, structured backlog review, and prioritization with leadership.

02

Initiate

Starting every project the same way. Project charters, scope, and success criteria, standardized requirements sessions, and AI-enabled business analysis.

03

Deliver

Holding scope, schedule, and budget. Common delivery standards across every project, platform and vendor coordination, change management and adoption.

04

Govern

Giving leadership one view. Weekly steering committee, a live risk, issue, and decision log, and portfolio status reporting.

Our Services

Project and program management, delivered as a service.

PMO Stand-Up  ·  PMaaS  ·  Portfolio  ·  Delivery  ·  Governance  ·  Adoption

Take a single project manager for one program, or a standing office that runs the whole portfolio. Most engagements start with one and grow into the other.

01

Project Managers on Demand

Experienced project managers with subject matter expertise in the systems they are delivering, matched to the work and available for a single program or a full portfolio. Scale the number up for a heavy quarter and back down when it settles.

02

PMO Stand-Up

Charter, operating model, delivery standards, templates, and reporting, established as a working office rather than a document. Our most recent stand-up was operating inside 90 days.

03

Portfolio Ranking & Intake

Portfolio scoring against business goals, a structured backlog review that actually happens, and one intake standard so every project starts with a charter, a scope, and named owners.

04

Program & Project Delivery

Day to day delivery against scope, schedule, and budget. Requirements sessions run with the business, platform and vendor coordination, dependency management, and the escalations that keep dates real.

05

Governance & Executive Reporting

A weekly steering committee, a live risk, issue, and decision log, and portfolio reporting built for a CIO, a General Counsel, or a board, not for a project team.

06

Change Management & Adoption

Stakeholder alignment, communications, training, and the follow-through after go-live. A system nobody uses is a project that finished and still failed.

07

Legal & IT Program Delivery

Our project managers carry delivery experience across ELM, CLM, document management, e-signature, IP management, and the wider enterprise stack, so legal technology programs get a PM who already speaks the domain.

Who Runs It

A PMO is only as good as the people staffing it.

Our project managers are practitioners, not coordinators. Each brings subject matter expertise in the systems and functions they are delivering, which is what lets them run a requirements session with the business, challenge a vendor's plan, and make a delivery call in the room.

The office is led by Bob Frostad, who has spent 30 years running technology programs, including 15 at Microsoft. You keep ownership of the program and accountability for results. We staff and operate the office that delivers it.

What the portfolio is usually full of

Most of the projects our PMOs run are technology projects, and most of those sit in the legal and IT stack. These are the practices our project managers deliver against most often.

Common questions

Frequently asked questions

What is PMO as a Service?+
PMO as a Service, also called PMaaS, is a standing project management office staffed and operated by an outside team. Swiftwater sets up the charter, the delivery standards, and the reporting cadence, then runs them day to day across your portfolio. Your leadership owns the program and carries accountability for results.
How is PMaaS different from hiring a contract project manager?+
A contract project manager delivers one project. PMaaS delivers the office around the projects: how work is ranked, how every project starts, what a common delivery standard looks like, and how leadership sees the portfolio each week. It also flexes, so you can add project managers for a heavy quarter and release them when the portfolio settles.
How long does it take to stand up a PMO?+
On our most recent stand-up, all four disciplines were chartered, staffed, and operating inside 90 days, and the office has not missed a weekly cycle since. The pace depends on how many projects are already in flight and how quickly leadership can commit to a ranking and a weekly forum, not on how long the documentation takes.
Do we lose control of our own projects?+
No, and the model is built to prevent that. Your CIO, Director of IT, or General Counsel owns every discipline and carries accountability for results. Swiftwater staffs and operates the office beneath that ownership. Priorities, budget approvals, and go or no-go decisions stay with you.
Do your project managers only work on legal technology projects?+
No. Our project managers carry delivery experience across ELM, CLM, document management, e-signature, and IP management, and also across the wider enterprise stack including Microsoft, Salesforce, ERP, and HRIS platforms. Legal and IT portfolios are where we are deepest, but the disciplines are the same whatever the project is.
